It’s not necessary to share an account in order to share files with someone. In this case the person you want to share with should create their own account, and then you can send a link to the file. If you want to share files and storage space as part of a team or group, check out Dropbox Business or Dropbox Family.
For OneDrive Web, disable the 'Allow editing' option from the share dialog. That way the service will generate a 'View only' link by default. To use it on mobile apps, tap on the three-dot menu, select share, and choose View only option from the sidebar menu.
